Public Comment Procedures:
During the public comment section of the meeting, visitors may address issues that do not appear on the agenda. The law does not allow the Board to take action on items not appearing on the agenda. If visitors wish to address issues listed on the agenda, they may do so at the time the item is addressed by the Board. Conduct of the Hearing Session / Public Forum will be as follows, per PUSD Board Bylaws, #9325, Meeting Conduct:
1) Speakers will identify themselves and will direct their comments to the Chair of the board. 2) Speakers will be given (3) three minutes to present their topic. Time will be monitored. 3) Each general topic will be limited to twenty minutes. 4) Priority will be given to student speakers. 5) Once two speakers have shared a similar viewpoint the Chair will ask for a differing viewpoint If no other viewpoint is represented, then a third speaker may present. 6) Speakers will not be allowed to yield their time to other speakers. 7) Speakers will respect the time limit granted for their presentation. Those speakers unwilling to respect the time limit will be asked to discontinue their presentation by the Chair. An unwillingness to halt a presentation after being directed will, at the discretion of the Chair, result in the meeting being called into a recess until such time that the meeting can resume in an orderly fashion.

Paradise Rotary provides four mini grants of $500 each to four teachers in the Paradise / Magalia community. These are competitive grants and judged solely on the merit of the grant application. Laura Taylor, Greg Holman, Kelly Levin and Vicki Steindorf are the 2012 recipients of the Paradise Rotary Mini Grants.

b. Architectural Contract for PHS Facility

The Board Facilities Committee has discussed building design, facilities features, and location. The next step in the process is the development architectural plans upon which bid proposals can be made and submissions can be presented for state funding. A contract for architectural services is offered for Board consideration.

e. LEA Plan Addendum

The Elementary Secondary Education Act, codified as No Child Left Behind (NCLB, Section 116(c)(7)(A) requires that local educational agencies (LEAs) identified for Program Improvement (PI) shall, not later than three months after being identified, develop or revise an LEA Plan. The Board approved this item at the January Board Meeting. It is being returned for further consideration if needed.

This Memorandum of Understanding establishes a formal working relationship between Paradise Unified School District and Butte County Office of Education acting as partners in the After School Education and Safety Program (ASES).

k. Resolution #11/12-15 Layoff

Paradise Unified School District continues to experience declining enrollment. To accommodate this decline, certificated positions must be noticed for potential elimination by March 15.
Lay off seniority is determined by the teacher's first day in a probationary status. When teachers have the same seniority date, in order to determine order of seniority, criteria and a point system need to be established. We are using the same criteria and point system developed and approved in March 2009.

The notice shall be delivered personally or by any other means and shall be received at least 24 hours before the time of the meeting as specified in the notice. The call and notice shall specify the time and place of the special meeting and the business to be transacted or discussed. No other business shall be considered at these meetings by the legislative body. The written notice may be dispensed with as to any member who at or prior to the time the meeting convenes files with the clerk or secretary of the legislative body a written waiver of notice. The waiver may be given by telegram. The written notice may also be dispensed with as to any member who is actually present at the meeting at the time it convenes.
